When a guy likes a girl in years, he's easy to ask her out when he finally gets close to her?

So I've been happy with this guy years now, and I guess he has to. We are finally becoming close, and I was just wondering if he will ever ask me out. I heard that guys refuse / fail to ask the girls they wanted for years because they are afraid of losing the girl. Is it true?
